William Franklin (Frank) Spikes, III, 68, died Wednesday, November 8, after a very brief stay at Good Shepherd Hospice House in Manhattan. An only child, he was born to W.F. Spikes, Jr, and Joyce Elizabeth Ernest Spikes on July 14, 1949,in Berwyn, IL. Frank graduated from York High School in Elmhurst, IL. Additionally, he earned a BS, MS and EdD degrees from Northern IL Univ. in DeKalb, IL. He had been an American Council of Education Fellow at Trinity University in San Antonio, TX. Frank was married to Janice (Jamie) Morrison Spikes on August 21, 1971, in Arenzville, IL. She survives of the home. To this union was born Major Jonathan Morrison Spikes (Andrea) of Manhattan. Frank is survived by 2 grandchildren Claire Elizabeth and Bennett William Spikes also of Manhattan and brother-in-law Jim (Carol) Morrison of Springfield, IL. Frank has been either an administrator and/or educator at Northern IL University, Our Lady of the Lake University and St. Mary’s University both in San Antonio, TX, St. Louis University and the University of Missouri at St. Louis. For the past 27 years, he was a professor at Kansas State University in the College of Education. Frank was a beloved professor and mentor to numerous doctoral and masters students. He was a major influence in the lives of his many students. His broad background and experience in national and international education enabled him to travel to and consult with other educators in England, Germany, Russia, Paraguay, and Japan. Frank also held the position of Strategic Planning and Marketing Manager for Southwestern Bell Corporation in St. Louis, MO. Frank was an active member of a number of educational associations and was honored to be the first president and founding member of the American Association for Adult and Continuing Education. He wrote for and was a reviewer for a number of publications related to education and workplace learning. In 2010 he was named the first non-attorney Commissioner of the Supreme Court of Kansas Commission on Continuing Legal Education. Frank’s avocation was with 1/24 scale model cars. He started building and competing when he was 11 years old. Over the years he wrote a column and articles for various scale auto magazines. He had a very well known reputation as a “detail-oriented guy” in regional and national model car circuits. His specialties were pro-stock and hot rods. The most public model that he made was of a boat, a British Corvette warship, for which the Corvette car was named. This model is on display at the Corvette Museum in Bowling Green, KY. Irvin Parkview Funeral Home is in charge of arrangements. There will be no visitation as cremation has been accorded; however, the family will meet friends before and after the service which will be held Saturday, November 18 at 10:30 a.m. at St. Luke Lutheran Church in Manhattan, KS where he was a member. Inurnment will take place in Arenzville North Cemetery at a later date. Condolences may be left at the funeral home. In lieu of flowers, memorials can be made to St. Luke Lutheran Church Building Fund or place of the contributor’s choice.
